Place the icon rezise options to the bottom of the window

Bug Description
Place the icon resize options to the bottom of the window as you can see in the image.
At the moment it is confusing which magnifier you have to use to search files and which for resizing the icons.
It also cleans up the navigation panel.

Thanks a lot for reporting this, however since it doesn't negatively affect the user experience, I am invalidating this as a papercut. I have however forwarded it to the Ayatana Design team to see what they think.
