totem-nautilus should not attempt to create thumbnails for files being downloaded or copied

Bug Description
Binary package hint: totem
Totem's thumbnail application has an annoying habit of attempting to create thumbnails for files that are currently being downloaded or copied. Due to the fact that these files keep changing and are incomplete this causes the thumbnail creator to suck up 100% in many cases or it creates worthless thumbnails of pure green.
The obvious solution seems to be not attempting thumbnail extraction on such incomplete files
