Source code does not contain a copy of GPL and LPGL licenses

Bug Description

Both the source tarball and trunk do not contain a license file. The COPYING file says to use either the GPL or LGPL license, but this file needs to be in the original tarball for packaging purposes. MythNetTV has made it through the REVU process, but is being held up by this last item, which once fixed it will be in the Ubuntu repos.

I've included links to the licenses below, MythNetTV will need a full copy of one of those licenses, whichever version you think is best.

My fault, I forgot to add a request for the BSD license to be included as it is used for gflags.py
