Bug Description
Bionic mythtv 0.29 packages seem to depend on libva1 (via libmyth), which is unavailable in bionic. Bionic moved to libva2.
Which results in failing vaapi context construction (I guess).

mythtv in 18.04 does not depend on libva2. You are presumably using a PPA and should contact the PPA owner for support.
