Bug Description
CallManger.pm an has update annomaly bug
To reproduce in call manager:
1) uncheck first program record
2) change first name.
3)..submit the form.
...It will appear as though the first name hasn't been changed because that is being pulled from first (unchecked record)
Call manager code displays records based on contact email and agency_id. THe above data is not lost if the contact email is changed.
The Notifications code is needlessly complex because contact info is duplicated accross program and agency records.
the solution is to re-work program , agency tables so they are normalized. and the Notifications & CallManager code sod that they take advantage of normalized code
