app-mvhub/project-tools should be moved to a seperate launchpad project
repository:

 mvhub-dev-tools

owned by the mvhub-dev team/group

  1) It is confusing to deal with tool config in middle of app config

  2) users have no interest in dev

 3) building a mvhub-dev-tools pacakge would be an easier
    start than packaging the main application.

stuff would mostly go in /usr/bin/ and maybe
/usr/share/doc/mvhub-dev-tools/examples which would be an easier intro
to packaging
