if program creation fails / report listing # of programs increases program count

Steps to reproduce:

 From the admin or agency interface, click "new program"

Problem:
 If we fail to create a program, (because of other bug)

 this report ( /cgi-bin/mvhub/admin/reports.pl?report_number=5
        ) changes lines:
         agencies | programs
   months since last update 0: | 1

 this report ( /cgi-bin/mvhub/admin/reports.pl?report_number=4
        ) changes the percentage of updated programs.

...and these reports should not change because the programs should not
be created.
