Notes:

Usability tests showed people confused by search results for "Free
immigration lawyer"
There were many irrelevant links in the beginning best results appeared
after 10 links or so.

Possible solutions:

 limit the number of categories a program contact can place their
program in.
 or force them to pick their top 3 categories.

 a good example of a program with too many irrelevant categories :
(shriver job corps)

 Allow / create different ways to classify programs
  "free" is different than "homeless advocacy"

 Have a human editor over-ride program self categorizations

we know we are done:

  people succeed when we conduct the usability tests.
  for example when we search for "free immigration lawyer" the free
services should appear in the first few links.
