Right now there is a central
apache config using mod_macro and mpm-itk for all developers

This means testing changes to

maybe .htaccess ???

maybe use nested mod_macro and apache Include statements

Once development server is separate from staging/production give people
in "project" group sudo rights to apache2ctl
