if app is running and minmised, open-with will not bring app to foreground

Bug Description
If I open a video file in audience then either minimise audience or maximise another app in front of it and open another video file, audience will remain in the background.
A notification is given in Plank sometimes, but although the notification is useful, the problem itself is not solved and its just annoying. If I'm working on a file in GIMP and want to open another file, obviously I was to go straight back to the app.
I shouldn't have to manually select GIMP to bring it into the foreground (or maximise it)

I believe this is caused by focus grab prevention in Gala which we have inherited from Mutter.
