Fade the active/inactive shadow change

Bug Description
When switching between windows, the active window instantly gets a bigger shadow and the old window's shadow instantly gets smaller. It could be good to look at quickly fading that transition so it's not as jarring.

I especially notice the hard transition when launching popovers; the old window's shadow just BOOM gets smaller and takes my focus from the popover.
