[music] Empty state design for an empty playlist

Bug Description

The music app currently has an empty state for the situation where no playlists exist, however, it also seems like a good idea to have directions in the view for the playlist itself that directs the user how to add songs to this currently blank playlist. See this review a user made [1]. The user, in this case, had a pretty good idea of how he'd be able to add songs to the playlist, however, others might not find it as intuitive. Placing directions in the SongsPage for an empty playlist [2] might assist the user in figuring this out.
