Music library is slow to load when there's no wifi / data connection

Bug Description
When opening the music app without a data connection (e.g. in flight mode or poor signal quality) the music app is slow to list songs stored locally.
For instance putting my BQ device into flight mode and then opening the music app it was 15 seconds before I could play music.

Hi Rob, thanks for taking the time to file this bug and make Ubuntu better! Could you describe what was happening during this 15 seconds? Was the there a "loading" message? A circular spinning icon? Or were there items (albums, songs, etc) on the screen that simply did not have cover art/pictures filled in yet?
