Can't raise windows in stacking mode w/focus follow mouse enabled

Bug Description
When focus_follow_mouse is enabled in stacking mode, windows can't be raised (both stable and dev). While attempting it looks as if musca is trying, but the window "falls" back behind the other.

I have an addition. Sometimes raising windows simply stops working even if focus_follow_mouse isn't enabled. It's happened a few times recently, always when I'm building Arch packages.
