[dashboard][glare] Showing of incorrect number of the packages in the category

Steps to reproduce:
1. Log in web UI
2. Import some number of packages and assign them to "TEST" category
3. Enable usage of glance artifacts in the Murano
4. Log in Web UI
5. Navigate to "Package Definitions": no packages should be here
6. Navigate to "Categories"

Observed result:
User can see that "Package Count" of "TEST" category is not equal to "0", so it counts packages from db.

There's no possibility to fix this bug in some trivial way as glare doesn't store information about number of packages in each category. I think status of the bug should be set to "Won't fix" as for now.

This patch needs to be removed when counters will work properly with glare.

    Hide package_counter in case of using glare

    It is now impossible to display the correct number of packages in
    each category using glare as a package storage, because glare
    doesn't store this information. Therefore, it is better to just
    hide counters from the user until package count will be implemented
    in Glare.
