'Topology' tab is absent in deployed environment

Bug Description
Steps to reproduce:
1. Log in Web UI
2. Navigate to "Murano" > "Manage" > "Package Definitions"
3. Import some packages
4. Navigate to "Murano" > "Application Catalog" > "Environments"
5. Create environment
6. Go to the list of environment components
7. Take a look at "Topology" tab (it is present)
8. Send environment to deploy and wait for finish
Actual result:
If deployment failed "Topology" tab is absent after step 8.
If deployment succeed "Topology" tab on it's place.

Display 'Topology' tab for failed deployments
Topology tab wasn't present for the failed deployments
since new verification was added before user can see it.
The problem was in the 'status' field which was empty because
Murano doesn't have separate option and message for 'deploy failure'
status.
Also, updated status messages.
