Remove use of deprecated term, Usage: Action

In the murano engine log file, I see this warning message:

2018-04-06 10:59:29.991 26 WARNING murano.dsl.murano_method [-] "Usage: Action" is deprecated, use "Scope: Public" instead

I believe the culprit is in the file, Environment.yaml:

118 Usage: Action
119 Body:
120 - $.applications.pselect($.deploy())

    Remove use of deprecated term, Usage: Action

    Replace the deprecated term, Usage: Action, with the new
    term, Scope: Public, in the file, Environment.yaml.

    This will remove the deprecated warning messages in the
    murano-engine log file.
