Bug Description
Currently if the tenant has no access to the ApplicationCatalog endpoint, "App Catalog" category is available but choosing anything from it shows either "Unable to communicate to murano-api server" error or crashes with "Something went wrong!".
Fix should be checking for the policy/endpoint availability before registering a new dashboard in Horizon.
