[devstack]murano user should have admin role

Bug Description

Now devstack install murano, murano user only have service role, when deploy app, will give the error:
2017-07-06 01:46:14 — [keystoneauth1.exceptions.http.Forbidden]: You are not authorized to perform the requested action: identity:get_project. (HTTP 403) (Request-ID: req-65015490-c694-4dea-a627-afb9f02597a5)

    Make murano user has admin role

    murano user will as the trustee user, need have privilege to get_project,
    So need the the admin role.
