[dashboard] Deployment logs in environment details out of order

Bug Description

Deployment logs may sometimes appear out of order. This happens because when tasks are executing very quickly the last task may be saved at the same time as the "Deployment finished" or "Deletion finished" task, resulting in the order_by in murano.api.v1.deployments.statuses placing "Deployment finished" above, say, "Follow the white rabbit."

Steps to reproduce:

1. Go to Applications > Environments page.
2. Click on an environment.
3. Go to Deployment History tab.
4. Click on "Show Details"f or a specific deployment.
5. Click on the "Logs" tab.

Expected result:
"Deployment finished", for example, should be the last log entry.

Observed result:
"Deployment finished", for example, is not the last log entry.
