Murano won't spawn a windows instance

Bug Description

When using a custom Murano package that should simply spawn a Windows instance, the code for Murano Windows Instance does not find the agentListener.

Steps to reproduce:
Deploy a component that utilizes the io.murano.resources.WindowsInstance class in a manner similar to this code. http://pastebin.com/FkBP4K4Q

The error log for the Murano Engine will display this:

ERROR murano.common.engine [-] murano.dsl.exceptions.UninitializedPropertyAccessError: Access to uninitialized property "agentListener" in class "io.murano.Environment" is forbidden

This bug was found while running the following versions of Murano:

python-murano/yakkety,yakkety,now 1:3.0.0-1 all [installed,automatic], murano-api/yakkety,yakkety,now 1:3.0.0-1 all [installed], murano-engine/yakkety,yakkety,now 1:3.0.0-1 all [installed]

    Multi-region support for WindowsInstance

    During implementation of multi-regions many of the
    objects that used to be in Environment were moved
    to the CloudRegion. Instance/LinuxMuranoInstance
    classes were updated for the change, but WindowsInstance
    was forgotten. This commit brings similar change to the
    WindowsInstance class.
