Bug Description
To reproduce you would need to follow steps:
1. Create Environment, and application that have Action method, deploy
2. After success deploy place one more app to the environment, do not deploy
3. Call Action from already deployed application
4. In case of success you will loose changes you made to the environment before call Action.
