Murano is using its own configuration about which network is use despite devstack configuration(neutron by default)

Bug description:
Correctly Murano is using its own configuration about which network to use(nova or neutron). After deployng devstack it will neutron by default in the murano conf. So if you are going to use nova network you have to change configuration in the murano conf and redeploy your devstack.
If you will choose nova network configuration in the devstack setting, murano will use neutron after first deploy of your devstack.

    Remove networking config section from devstack settings

    It's better to remove it because:
    1. Murano supports both nova-net and neutron and it's better to
    use settings from local.conf
    2. Neutron is used by default [1] so this section is unnecessary even
    if we want to use only neutron
