Bug Description

io.murano.system.NetworkExplorer creation in ExistingNeutronNetwork::initialize causes this bug.
With multi-region support NetworkExplorer`s constructor require CloudRegion in his owner`s chain.

Upgrading to Critical, since this is a regression. Without the fix choosing a network for an environment from dashboard fails with specified error.
