murano-agent.conf's target directory doesn't exist in centos7 image

Bug Description

I built a centos7 image with murano-agent,and use this image deployed an environment. After the instance started I checked the cloud-init.log, and found this message:

cloud-init:/var/lib/cloud/instance/scripts/part-002:line8:/etc/init/murano-agent.conf: No such file or directory

There was no /etc/init/. If this directory doesn't exist, it must be created first.

Can you please share your elements, or however you built image with agent? (looks like a feature request to me)
