OpenStack infra allows documenting binary dependencies with bindep.txt Following this policy would allow us to speed up the tests and better document dependencies over non-pythonic packages

Kirill, may be I'm wrong, but looks like we don't have other-requireme nts.txt anywhere except murano-apps.
