Murano repositories should document bin dependencies with bindep

Bug Description

OpenStack infra allows documenting binary dependencies with bindep.txt Following this policy would allow us to speed up the tests and better document dependencies over non-pythonic packages

Kirill, may be I'm wrong, but looks like we don't have other-requirements.txt anywhere except murano-apps.

we don't have 'other-requirements.txt' but that doesn't mean we don't have bin deps =) we need to add these files from scratch
