Unexpected Working directory when template executed by murano Agent

Bug Description

When I try to execute this template
http://paste.openstack.org/show/524617/

I see that working directory is set to "core" dir where apply_manifest.sh is located
but I think working directory should always be the root of temporary dir for a current execution plan
