[Glare] if Glare is enabled and murano use it, there is no core library in devstack installation

1. Enable g-glare and set MURANO_USE_GLARE to True in localrc
2. Deploy devstack
3. Login to Horizon
4. Navigate to Applications -> Manage -> Packages

Actual:
There is no core library in repo

Expected:
All fine and core library imported

    Use murano CLI for importing core library in devstack

    - Do not use murano-manage for import core library.
    - Import core library into GLARE if enabled.
