[docs] docs do not mention murano-specs repository anywhere

It's the 2d cycle that we use murano-specs and still do not have any mentions of them in the docs =)

It would be also nice to have a document describing which feature needs a spec, and which doesn't. Probably in the contributors guide

Please do not set patches to in-progress by hand. Let the bot do it as soon as you submit a patch.

Thanks Kirill. I wasn't sure how that was supposed to be handled -- I've been using the How to Contribute guide hosted on https://wiki.openstack.org/wiki/How_To_Contribute#Bug_fixing and it mentions setting the bug status to In Progress before fixing and pushing a change. I appreciate the clarification.

    Current Murano documentation made no mention of murano-spec.
    Added references and links in CONTRIBUTING.rst and guidelines.rst.
