devstack installs latest murano client on liberty, that uses application-catalog as service name

Bug Description

on stable/liberty application_catalog was the service name for murano

currently in master it's application-catalog. starting with 0.8.0 client it's the default.

Because of lack of requierement caps for clients stable/liberty installs 0.8.0 client, thus making it hard to use CLI out of the box.

Same should be true for stable/kilo

@ Kirill, this is bug is already solved in liberty. now I am referring this link (https://review.openstack.org/#/c/243421/) to solve this issue in stable/kilo
