Bug Description
When a package is imported using CLI or dashboard, if a "images.lst" is present, Murano checks that the required images are present, and download/upload them otherwise.
However, even if the package is imported as a public package, the image is private. Therefore, users in other projects can see the available package but they cannot really use it because the image is not available.
