Broken links to 'Package Definition' tab and app catalog in the env's components page

Bug Description

Steps to reproduce:
1. Log in WebUI
2. Navigate to Murano - > Application Catalog -> Applications
3. Check that there are no uploaded applications
4. Navigate to Murano - > Application Catalog - > Environments
5. Create new environment
6. Check links in the info window message (take a look at the screenshot)

Observed result:
Links do not work.

According to the screen you have an empty MURANO_REPO_URL, is that right?

@Kirill, no, that's not right, links on the "Applications" tab in the same info message are correct.

What happened when you click on package definition?

and you have not MURANO_REPO_URL set? but we need to use default url here

@Ekaterina, when I click on "Package Definition" tab nothing has happened, because in a layout I see <a href="">Package Definitions</a>, the same for another link
