Bug Description

murano uses the [rabbitmq] section of the config to connect to rabbit and put messages to the agent, that specific part doesnt support rabbitmq HA like the one that murano-api uses on the [oslo_messaging_rabbit] that supports it, we know that this feature is not there yet but if the rabbit used to comunicate with every agent crashes for some reason, the full stack is not going to work.

As a workaround we are using a vip that balances rabbit just for this purpose but it will be great to have this since have rabbitmq balanced is not the best case scenario
