Bug Description
We have many duplicated code doing same checking environment job in api, in utils.py file there are general functions aimed to do this, refactor code to use common functions.
Also API returns 401 instead of 403 on these checks.

Remove duplicated check env code
Remove duplicated check environment code, use verify_env decorator or
check_env from utils. Note that tenant checks now return 403 instead
of 401.
