To reproduce:
Kill murano-api
Login to horizon
navigate to /murano/packages
Observed result: 500 with exception.
Expected result: a correct error message.

I want to reproduce the bug, but didn't meet the 500 exception, what I saw is an error messaging saying "Error: Unable to communicate to murano-api server.". I upload the snapshot in the attachment. Can you reproduce this bug? or there is something missing from my steps.
