Bug Description
To reproduce:
1) deploy an environment with an application, that supports actions.
2) delete the application (this would cause action to fail, since engine would not be able to load the application).
3) run the action.
Environment would enter Deploy FAILURE status, which seems wrong, because environment is deployed correctly, only it's actions are not working.
