Bug Description
We should introduce new role, that should be registered in keystone so it will be available in dashboard and api.
Thus, murano admin can upload packaged, only if he belongs to that special role. and in dashboard upload package button will be shown for the same role.
Now policies can be set up in murano, but dashboard couldn't reflect it
