devstack stack.sh should replace keystone cert signing directory

Bug Description

After re-stacking, it's sometimes necessary to manually remove /tmp/keystone-signing-muranoapi/ to avoid 401 Unauthorized errors from the API. If this directory's still needed (and still needs to be handled differently from other services) it should be scrubbed during stack.sh (or as part of unstack.sh).
