[dashboard] Environment management buttons are not returned after deployment

When the environment deployment begins, Environment management buttons ("Add Component", "Delete Components", "Deploy this environment") disappear from Environment's components view.
However, when the deployment finishes, they are supposed to reappear. But they do not.

    Fix allow method of buttons at the Components page

    "Deploy This Environment" and "Add Component" buttons
    were hided after a deployment was finished. This behavior
    is fixed: now those buttons are hidden only during the
    deployment and reappear after the deployment is finished.
