Conductor can not find any workflows for services

Bug Description

Steps to reproduce:
1. Install Murano from master branch
2. Create environment.
3. Add service(linux apache for example) to created environment
4. Send environment to deploy

Actual result:
Deployment immediately finish, conductor can not find workflow and concludes that deployment is finished.

Murano Conductor logs is attached.

When the UI returns router_id and cidr, it should set "networking.topology" to "manual" instead of "routed"
Also, it should add "networking.createNetwork=True" parameter

This bug reproduced on my environment too.
We discussed this bug with Alexander Tivelkov, Stan Lagun and Timur Sufiev and we know the root of this problem: new UI setup the routerId property and conductor can not configure the network for environment.

Timur Sufiev, can you please fix this issue when you will have a time?

    Set network topology to 'manual' when providing router_id.

    This is needed to correctly deploy services with existing workflows
