Add a hint with assigned IP space for SQL Cluster

Bug Description

When someone create a SQL Cluster service they must provide two valid IP addesses for failover cluster service and first SQL service listener service respectievely. However, there is no way to find an IP address range assigned to a new environment other then to enter ANY addresses and then analize error message - it will show the range assigned.

So, it is required to show the IP range assigned as a hint somewhere in the dialog.
