WebUI: User can not see 'Show Deployments' button

Bug Description
*Steps To Reproduce:*
1. Log into web UI
2. Navigate to Project > Environments
3. Create new environment 'test'
4. Add new service 'ad.local' with Type = 'Active Directory' to this environment
5. Deploy this environment 'test'
6. After the deployment of environment open the list of services for this environment
7. Navigate to Project > Environments
8. Click on 'More' button and check button 'Show Deployments'
*Observed Result:*
User can not see button 'Show Deployments', because this button showed only for 'ready' environments, without opened sessions.

*Expected Result:*
User can see button 'Show Deployments', because this environment already has deployments and user should have access to see this information for environments with opened sessions.
