Bug Description
Use case:
mup hangs in #launchpad-code, it could be used as an announcer bot, announcing new landings to the Launchpad tree.
One way to do this is to make mup subscribe to an RSS feed of https:/

I think this functionality is already sort of present: mup implements the publish-bot interface, and I'm already using it to announce code reviews.
It could definitely be cool to have mup listening to various RSS feeds and announcing them - launchpad doesn't have RSS feeds for private branches though, does it?
