System mail send as non-root fails unless member of msmtp group

Bug Description
When a non-root user attempts to send mail (whether a system user or a 'real' user) via 'sendmail' (really msmtpq-ng-mta) the user fails to obtain a lock unless they are a member of the msmtp group. This causes queuing to fail and thus email is not sent.
