Bug Description

It seems like a declaration of the `personal-files` interface was missing - The Snap MPV does not have access to the user config file at ~/.config/mpv/mpv.conf

Steps to reproduce

mkdir -p ~/.config/mpv/
echo "profile=gpu-hq" >> ~/.config/mpv/mpv.conf
snap run --shell mpv
(Inside snap shell) ls -al ~/.config/mpv/

Not necessary currently, I am looking into making a PR, where the config of the apt package/ regular binary package, will be imported to the snap one. The snap mpv anyways doesn't search for /home/<user>/.config/mpv/mpv.conf
