Starting the daemon failed with this warning:

php.ini configured with
date.timezone = "Europe/Warsaw"

postgresql.conf configured with
timezone = 'Europe/Warsaw'

system localtime
/etc/localtime -> /usr/share/zoneinfo/Europe/Warsaw

php -v returns
PHP 5.5.24-pl0-gentoo (cli)

I've fixed the timezone issue. This bug can be reopened if this issue appears again.
