[Openstack CLI] Three tests are consistently failed on CI but passed manually

Detailed bug description:
The issue was found by

Three tests 'test_quota_set', 'test_quota_show', 'test_security_group_rule_show' are consistently failed since 15 December 2016. But if we try to check failed commands manually - it is passed.

Steps to reproduce:
If we try commands manually:
'openstack quota show admin'
'openstack quota show admin -f value -c instances -c network -c volumes'
'openstack security group rule show ae163e98-0b60-4326-b378-b84df2960ed0 -f value -c id',

But appropriare CI tests are failed with errors pointed on these commands.

Expected results:
test_quota_set, test_quota_show, test_security_group_rule_show are passed on CI.

Could you please take a look at the snapshot of the env and find a root cause of this behavior?
