Ceilometer test to check events and traits failed

Detailed bug description:
 One of Ceilometer OSTF tests failed:
 AssertionError: The following tests have not succeeded, while they must have passed:
  - Ceilometer test to check events and traits (fuel_health.tests.tests_platform.test_****.CeilometerApiPlatformTests.test_check_events_and_traits). Test status: failure, message: Time limit exceeded while waiting for searching event with "compute.instance.create.start" type in event type list to finish. Please refer to OpenStack logs for more details.

Steps to reproduce:
1. Create cluster. Set install Ceilometer option
2. Add 3 node with controller role
3. Add 1 nodes with compute role
4. Add 1 node with mongo role
5. Deploy the cluster
6. Verify **** api is running
7. Run OSTF

Expected results:
 All OSTF tests are passed.

Actual result:
 One of tests failed, take a look at error above.

Reproducibility:
 Nightly build against MOS 9.1 snapshot 153

This failure was occurred only once on 153 snapshot, but despite that needs to check logs to define root cause and prevent such failures in future.
Mos-ceilometer team, please take a look.
