After failover cinder manage can not set session to database

Steps to Reproduce:
1. Deploy nova vlan on centos
   3 controllers + 2 computes
2. As soon as deployment ready run ostf
3. Force off primary controller
4. wait 20 minutes (to bu sure that all services recovered after failover)
5. Check galera state and crm status for vips and ha proxy
6. Run ostf

Expected Result:
Ostf tests are passed after failover

Actual result:
Sanity tests fro list images and list volumes failed with 500 of api service
in cinder -api log next problem take place

I beleive it should be in fix commited status, 518 iso shows that fix works fine

The packages built from http://gerrit.mirantis.com/19581 haven't yet made it into package repositories for either 5.1 or 5.0.1, the status has to remain In Progress until they do.
